SUBJECT: Professional Engineering Services Contract between the City of Houston (City) and RJN Group, Inc. (Consultant) for Support Services for Wastewater System Modeling and Planning.
RECOMMENDATION: (SUMMARY) An ordinance approving a Professional Engineering Services Contract with RJN Group, Inc. for Support Services for Wastewater System Modeling and Planning and allocate funds.
PROJECT NOTICE/JUSTIFICATION: This work order project will provide field services needed to collect data for wastewater system model updates and planning.
The work to be performed under this contract is necessary to maintain compliance with Houston’s wastewater consent decree with EPA and TCEQ.
DESCRIPTION: The project will provide field support services for the hydraulic model building/updating for the wastewater system and provide assistance for planning of the wastewater system improvements as needed.
The Consultant will provide flow monitoring, level monitoring, rainfall monitoring, radar rainfall, pipe connectivity survey, GPS survey, lift station monitoring and similar services to support the model updating and planning process.
LOCATION: Work locations are throughout the City of Houston.
SCOPE OF CONTRACT AND FEE: Under the scope of the contract, the consultant will perform Phase I - Preliminary Design Services and Additional Services. Basic Services Fee for Phase I is based on cost of time and materials with a not-to-exceed agreed upon amount. The total cost of this project is $6,750,000.00 to be allocated for Phase I Contract Services.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal for the project is set at 27%. The Consultant has proposed the following MWBE plan to meet the goal.
