This purchase is for a one-year software license maintenance and support for HPD's Crime Fighter Bar coded Evidence Analysis Statistical Tracking (BEAST) system. This system is a laboratory information management system (LIMS) that provides entry and tracking of all property and evidence HPD collects and processes. Included in this purchase is the latest custom interface and upgrades which are essential to the integrity of property and evidence handling. This solution was created by Porter Lee Corporation and is maintained by its staff. This solution has been in place since April 2008. The vendor is the proprietary owner, developer, manufacturer, supplier, and distributor of the software products and applications, and has no authorized third-party maintenance providers.
M/WBE Participation:
This procurement is exempt from the City’s M/WBE subcontracting as the total project expenditure does not exceed the $100,000.00 City’s threshold.
Hire Houston First:
This procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing a sole source for this purchase.
