RECOMMENDATION:
Enact an ordinance approving and authorizing a Construction Contract with Jerdon Enterprise, L.P. for the HOU TNC Lot Paving Project at William P. Hobby Airport (HOU) and appropriating the necessary funds for these services. (Project No. 238)
SPECIFIC EXPLANATION:
Transportation Network Companies (TNCs), also known as rideshare companies, use digital technology platforms to connect passengers with drivers who provide rides, giving consumers more transportation options. The current TNC staging lot surface at William P. Hobby Airport (HOU) has reached the end of its useful life.
The scope of this project is to demolish and construct a new 4,050 square yard (36,450 square feet) replacement staging lot surface paved with the existing asphalt material that’s milled (recycled) and then cement treated. Construction will be in accordance with the 2014 Texas Department of Transportation Standard Specifications for Construction and Maintenance of Highways, Roads, and Bridges.
Professional Engineering Services were provided by Atkins North America.

An Invitation to Bid (ITB) for the HOU TNC Lot Paving Project was advertised in the Houston Chronicle on October 23 and October 30, 2020.

After a thorough review of the bids, the Houston Airport System recommends that Jerdon Enterprise, L.P. be awarded this contract based on their low responsive bid meeting specifications.
The contract time allotted for substantial completion is 60 days.

Material Testing Services will be provided by Kenall, Inc. under Contract Number 4600016490.
Hire Houston First:
The proposed contract requires compliance with the City’s “Hire Houston First” (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Jerdon Enterprise, L.P. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
Pay or Play:
The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. In this case, the contractor will exercise the “Play” option.
M/WBE Participation:
There is no M/WBE participation goal assigned to this project, as the project value is below $1,000,000.00.
CIP Fiscal Note:
No significant Fiscal Operating impact is anticipated as a result of this project.
