The Administration and Regulatory Affairs (ARA) Department recommends that the City Council approve an ordinance amending Chapter 28 of the Houston Code of Ordinances to create permitting and enforcement regulations for Donation Boxes placed within the city limits. There are approximately 285 donation boxes in Houston.
In many areas of the city, donation boxes pose a public safety hazard and nuisance. When not properly maintained, debris and clutter collect outside of the boxes, including large items such as abandoned furniture. The proposed regulations will create requirements for the placement and maintenance of these boxes, as well as an enforcement mechanism to allow the box to be removed – at the owner’s expense – in the event of non-compliance with the City’s regulations. The permit fee will be $191 per box.
The proposed amendments to Chapter 28 were presented by ARA to the Quality of Life Committee on March 24, 2021.
