Sole Source for S38-29800 - Approve the Sole Source Purchase of a Zodiac inflatable boat and trailer from Triad Marine & Industrial Supply, Inc. in the total amount of $33,204.29 for the Fleet Management Department on behalf of the Houston Police Department.
Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the sole source purchase of a Zodiac inflatable boat and trailer in the total amount of $33,204.29 for the Houston Police Department and that authorization be given to issue a purchase order to Triad Marine & Industrial Supply, Inc. The units are utilized by the Houston Police Department to perform search and rescue missions during a flooding situation. The Zodiac inflatable boat and trailer will come with a full two (2) year warranty, and will be an addition to the department’s fleet.
Triad Marine Industrial Supply, Inc. is the sole contracted and authorized distributor Military Professional dealer and service facility in the State of Texas for the Zodiac inflatable boats.
During FY2021, the Houston Police Department issued a purchase order to Triad Marine and Industrial Supply totaling $27,158.78. With the issuance of this purchase order of $33,204.00, the aggregate total will exceed $50,000.00; thus, requiring City Council approval.
This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (7) of the Texas Local Government Code, "a procurement of items that are available from only one source" is exempt from the competitive requirements for purchases.
MWBE Participation:
This Procurement is exempt from the MWBE, subcontracting goal participation as the total project expenditures does not exceeds the City’s $100,000.00 threshold.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing sole source for this purchase.
Fiscal Note:
No significant Fiscal Operating impact is anticipated as a result of this project.
