RECOMMENDATION: Approve and authorize a License Agreement between TPS Hobby III, LLC (Licensor) and City of Houston (Licensee) for use of a parking lot located at 7625 Monroe Rd, Houston, Texas 77061, for the operation of a COVID-19 mass vaccination site for the City of Houston.
SPECIFIC EXPLANATION: The Houston Health Department (HHD) recommends approval of a License Agreement with TPS Hobby III, LLC for use of a parking located at 7625 Monroe Rd, Houston, Texas 77061, for the operation of a COVID-19 mass vaccination site. The License Agreement will commence on the date of countersignature of the City Controller and end June 30, 2021. The license fee is $2,000 per day for a total cost not to exceed $196,000.00.
As the COVID-19 vaccine supply increases in the state of Texas, HHD anticipates receipt of a large number of vaccines on a routine basis from the state so HHD can quickly increase the number of individuals who receive the COVID-19 vaccine. This parking facility is large enough to allow HHD to fluidly operate a mass COVID-19 vaccination site. It is necessary for this operation to begin immediately because of the urgency of supply preservation and the need to offset the impact of COVID-19 in the community.
