| | | | | | | | Background:
In
November 2003, pursuant to Ordinance No. 2003-1018, the City of Houston entered
into the Urban Redevelopment Interlocal Agreement (Interlocal Agreement) with
the Land Assemblage Redevelopment Authority (LARA) and other Local Taxing Units
to promote the redevelopment of certain properties in the Third and Fifth Wards
as affordable housing. A First Amendment to the Interlocal Agreement was passed
and approved in 2005, pursuant to Ordinance No. 2005-702, to add and target an additional
1,478 tax-delinquent properties for foreclosure proceedings in an expanded
number of neighborhoods selected for affordable housing development and other revitalization
activity under the umbrella of the Houston Hope initiative. In 2009, a Second
Amendment to the Interlocal Agreement was authorized pursuant to Ordinance No.
2009-224, to extend the term of the Interlocal Agreement to March 12, 2014 and
clarify other provisions of the Interlocal Agreement regarding affected
properties.
The
Interlocal Agreement expired on March 12, 2014. The Housing and Community
Development Department now seeks to enter into a Restated Urban Redevelopment Interlocal
Agreement among the Land Assemblage Redevelopment Authority, the City of
Houston and other Local Taxing Units to promote the
development of certain tax delinquent properties. LARA will continue to maintain certain properties
and utilize them to expand affordable housing and neighborhood revitalization
opportunities in targeted neighborhoods and will only dispose of properties for
uses that are consistent with the Interlocal Agreement, as amended.
