ORDINANCE appropriating $2,205,000.000 out of Dedicated Drainage and Street Renewal Capital Fund – Drainage Charge; approving and authorizing Interlocal Agreement to contribute funds to Street and Drainage Improvements in Reinvestment Zone Number One between City of Houston and SAINT GEORGE PLACE REDEVELOPMENT AUTHORITY, acting by and through its governing body, the Board of Directors, acting on behalf of Reinvestment Zone Number One, and CIP Cost Recovery relating to construction of facilities financed with Dedicated Drainage and Street Renewal Capital Fund – Drainage Charge - DISTRICT J - POLLARD

SUBJECT: Interlocal Agreement between the City of Houston (City) and the Saint George Place Redevelopment Authority (Authority) for Schumacher Street and Drainage Improvement Project (Project).

RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement between the City and the Authority for the project and appropriate funds.

PROJECT NOTICE/JUSTIFICATION: This project is between the City and the Authority whereas both parties recognize the need for improvements to the Schumacher area for street and drainage improvements.

DESCRIPTION:  The project consists of the complete reconstruction of Schumacher Lane, Star Lane, and Beverly Hill Street, from Fountain View Drive to Chimney Rock Road and Bering Drive from US 59 Frontage Road to Richmond Avenue. The project includes street reconstruction, curb and gutter, new utilities, upgraded drainage and contiguous sidewalks.

LOCATION:  The project limits include Schumacher Lane, Star Lane, and Beverly Hill Street from Fountain View Drive to Chimney Rock Road and Bering Drive from US 59 Frontage Road to Richmond Avenue. The project is in west Houston, Texas, just north of US 59; at the south-eastern limits of the TIRZ 1 boundary.

SCOPE OF THE AGREEMENT AND FEE:  The City will contribute $2,100,000.00 for the project cost and the Authority will be responsible for the exceeding costs. The Authority will also be responsible for providing all labor, material, and necessary supervision and management for the street reconstruction and drainage improvements in and around Schumacher Lane. 

The total requested amount of $2,205,000.00 to be appropriate as follows: $2,100,000.00 for cost of the project and $105,000.00 for CIP Cost Recovery.

FISCAL NOTE: No significant fiscal operating impact is anticipated as a result of this project.

ACTION RECOMMENDED:  It is recommended that City Council adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston and the Saint George Place Redevelopment Authority and appropriate funds.
