RECOMMENDATION: Approve and authorize a Parking License Agreement between SP Plus Corporation (Licensor) and City of Houston (Licensee) for 128 unreserved spaces within the parking garage located at 1600 Smith, Houston, Texas 77002, for parking of motor vehicles by Houston Fire Department (HFD) employees.
SPECIFIC EXPLANATION: The General Services Department recommends approval of a Parking License Agreement with SP Plus Corporation for 128 unreserved spaces within the parking garage located at 1600 Smith for HFD. Beginning April 2021, HFD will operate its headquarters, which includes its Office of Emergency Medical Services, Public Affairs and Community Outreach, Command Staff, and Administration from 500 Jefferson Street. The parking spaces will be located one block northeast of the headquarters.
The proposed Parking Agreement provides for an initial ten-year term and an option to renew for one additional five-year term at the then prevailing market fee. The monthly parking fee for years one through five is $8320.00 ($65/per space; $99,840/year) and $8960.00 ($70/per space; $107,520/year) for years six through ten. The initial term will commence either on April 1, 2021 or on the first day of the month following the date of the countersignature of the City Controller.
