RECOMMENDATION:
Enact an ordinance approving and authorizing a Limited Design and Implementation Reimbursable Agreement between the City of Houston and the Federal Aviation Administration (FAA) for Technical Consultation Services related to Miscellaneous Pavement Repairs, Navigational Aid (NAVAID) system servicing, and FAA duct bank conflict resolution at George Bush Intercontinental Airport/Houston (IAH) (Project No. 460C) (AJW-FN-CSA-20-SW-003928).
SPECIFIC EXPLANATION:
On August 5, 2020, City Council authorized Ordinance 2020-675, approving a Construction Contract with Flatiron Constructors, Inc. for airfield pavement repairs at George Bush Intercontinental Airport/Houston (IAH), William P. Hobby Airport (HOU), and Ellington Airport (EFD) (Project No. 460C). In the interest of ensuring the protection of the FAA’s assets during construction, it is requested that City Council approve a Limited Design and Implementation Reimbursable Agreements with the FAA to perform Technical Consultation Services associated with the airfield pavement repairs at IAH.
The work to be performed through the execution of this Reimbursable Agreement will include the following: project planning, scope definition, development of cost estimate(s), review of provided design packages, development of FAA design packages, construction oversight, modification, removal, and restoration required to address impacted FAA National Airspace System facilities, FAA NAVAID servicing support associated with runway closures, and FAA duct bank conflict resolution for FAA facilities that may be encountered/impacted.
A Limited Design and Implementation Reimbursable Agreement is an “other transaction agreement” authorized under 49 U.S.C. § 106(l)(6) prepared with the purpose of providing funding for services required in the planning/pre-design phase of an FAA project.
City Council will be asked to approve additional Limited Design and Implementation Reimbursable Agreements associated with this project at HOU and EFD.

FISCAL NOTE:
Funding for this item is included in the FY2021 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
