SUBJECT: Contract Award for Sims North Wastewater Treatment Plant (WWTP) Improvements.
RECOMMENDATION: Award a Construction Contract to LEM Construction Company, Inc., for Sims North Wastewater Treatment Plant (WWTP) Improvements and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the city's on-going program for improvements to the major wastewater treatments plants.
DESCRIPTION/SCOPE: This project includes demolition of the abandoned old sludge processing building, improvements to wet sludge cake conveyance and processing system, replacement of the bar screens at the Sims North Wastewater Treatment Plant as well as paving, electrical and other miscellaneous improvements. The Contract duration for this project is 520 calendar days. This project was designed by Parsons Water and Infrastructure, Inc.
LOCATION: This project is located at 9500 Lawndale Street, Houston, Texas 77017.
BIDS: This project was advertised for bidding on 10/30/2020. Bids were received on 12/17/2020. The three (3) bids are as follows:

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, LEM Construction Company, Inc.,-is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 13.00% MBE goal and 7.00% WBE goal for this project.
