Background:

Formal Bids Received October 1, 2020 for S84-N28818 - Approve various awards, as shown below, in the total amount not to exceed $4,823,011.40 for Various Types, Sizes of Pumps and Accessories for Houston Public Works.

 

Specific Explanation:

The Director of the Houston Public Works (HPW) and the Chief Procurement Officer recommend that City Council approve various awards, as shown below, in the total amount not to exceed $4,823,011.40 for a various type and sizes of pumps, as well as accessories and that authorization be given to issue purchase orders for HPW.

 

This purchase consists of one hundred and thirty-one various types and sizes pumps and motor assemblies that will be used by HPW’s maintenance crew to conduct the necessary repairs at the designated plants and facilities. The various types and sizes of pump and motor assemblies will come with a one-year warranty and the life expectancy is 10-15 years. The existing pumps will be dismantled, and all salvageable components will be inventoried to repair comparable pumps. The non-working components will be transferred to the Property Management Office for disposal.

 

This project was advertised in accordance with the requirements of the State of Texas bid laws. Forty-eight (48) prospective bidders downloaded the solicitation documents from SPD’s e-bidding website and ten (10) bids were received as outlined below:

 

South Western Environmental Equipment Technicians (SWEET): Award on its sole bid for Bid Line Item Nos. 5 and 6 (6-inch and 2-inch double disc pumps and accessories) in the total amount not to exceed $285,000.00.

 

Environmental Improvement, Inc.: Award on its sole bid for Bid Line Item No. 29 (5-inch diaphragm metering pump and motor assembly) in the total amount not to exceed $117,500.00.

 

JDC Fluid Equipment: Award on its sole bid for Bid Line Item No. 9, (horizontal end suction booster pump and motor assembly) in the total amount not to exceed $95,736.00.

 

Newman Regency Group, Inc.: Award on its sole bid for Bid Line Item Nos. 12 and 13, (chopper pumps and motor assemblies) in the total amount not to exceed $266,719.00.

 

Smith Pump Company, Inc. Award on its sole bid for Bid Line Item No. 16 (wasting pump with rotating assembly) in the total amount not to exceed $1,121,233.00.

 

Jersey Equipment Company of Houston: Award on its low bid for Bid Line Item No. 2 (8-inch non-portable water pump and motor assembly) in the total amount not to exceed $13,500.00.

Global WET, LLC: Award on its low bid meeting specifications for Bid Line Items No. 14 (vertical pedestal sludge WAS pump) and on its low bid for Bid Line Item No.15 (submersible screw centrifugal pump and motor assembly) in the total amount not to exceed $533,669.40.

A lower bid was received from Wastewater Solutions, LLC for Bid Line Item Nos. 14 but did not meet specifications.  Specifically, the total dynamic head (TDH) needs to be 55-foot and the bidder’s TDH is 31.3-foot.  Additionally, the required design flow rate necessary for this pump to work is 7000 GPM, the flow rate of the pump that the bidder submitted is 6472.4 GPM.  The disparity between the two bids are consequent to the bidder’s alternate proposal. 

 

Hahn Equipment Company, Inc: Award on its sole bid for Bid Line Items Nos. 17 and 20 (24-inch dry weather and submersible non-clog pumps) and on its low bid meeting specifications for Bid Line Item Nos. 22 - 27 (pump parts and accessories) in the total amount not to exceed $967,578.00.

Lower bids were received from Wastewater Solutions, LLC, K2 Service, and Omni-Pump Repairs, Inc. but did not meet specifications.  Specifically, the alternate pumps offered are not glycol filled closed loop cooling systems and do not meet impeller specifications for hardened steel and self-cleaning.

                                               

Omni-Pump Repairs, Inc.: Award on its sole bid for Bid Line Item No. 3 (8-inch portable booster pump) and on its low bid meeting specifications for Bid Line Item Nos. 7, 8 and 19 (14-inch dry pit submersible pump, 16-inch horizontal end suction booster pump, 20-inch submersible wet weather non-clog pump, and motor assemblies) in the total amount not to exceed $993,952.00.

Hire Houston First:

The proposed contract required compliance with the City “Hire Houston First” (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, the prospective bidders do not meet the requirements of Hire Houston First; no Hire Houston First firms were within three percent.

 

Fiscal Note:

Funding for this item is included in the FY2021 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
