Summary:

THE SPENCER TURBINE COMPANY  to provide Purge Blowers for Houston Public Works - $193,830.00 - Enterprise Fund

Background:

Formal Bids Received October 8, 2020 for S17-N29580 - Approve an award to The Spencer Turbine Company in the total amount of $193,830.00 to provide purge blowers for Houston Public Works.

 

Specific Explanation:

The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve an award in the total amount of $193,830.00 for the  purchase of seven (7) purge blowers and that authorization be given to issue a purchase order to The Spencer Turbine Company  for Houston Public Works.

  

This project was advertised in accordance with the requirements of the State of Texas bid laws. Sixteen (16) prospective bidders downloaded the solicitation document from SPD’s e-bidding website and three (3) bids were received as outlined below:

The new equipment will be delivered to HPW's 69th St. Wastewater Treatment Plant to replace the blowers located on the first and second step reactors.  The blowers are part of the plant’s combustible gas detection and air safety purge system used to clear oxygen from the reactors should a hydrocarbon be detected in the influent.  The new equipment will be used to supply air to the process in the event the oxygen supply should be disrupted. The existing blowers are beyond repair and have exceeded their useful life expectancy. The new equipment comes with a standard twelve (12) month warranty.  

 

M/WBE Participation:

Zero-Percentage Goal document approved by the Office of Business Opportunity.

 

Hire Houston First:

The proposed award requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, The Spencer Turbine Company does not meet the requirements for HHF designation; no HHF firms were within three percent.

 

Fiscal Note:

Funding for this item is included in the FY2021 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
