The Housing and Community Development Department (HCDD) recommends Council approval of a First Amendment to the Amended and Restated Interlocal Agreement between the City of Houston (City) and Harris County Flood Control District (HCFC) to: (1) replace "housing buyout" with “Buyout” on Exhibits, (2) update funding references to the Federal Award Identification, and (3) update project budget.
Replacing "housing buyout" to "Buyout" will expand the pool of properties eligible under the Voluntary Buyout Program as defined in the Scope of Work. The project budget will be updated in Braeburn Glen, Glenburnie & Cashiola, and Langwood to allow for additional property buyouts within these neighborhoods.
The Amended and Restated Interlocal Agreement between the City and HCFC was approved by (O) 2020-050 on February 11, 2020 with a budget not to exceed $10,660,000.00. To date, HCFC has spent a total of $5,816,078.07 for the purchase of 31 properties, with 16 properties pending acquisition.
