Summary:

ORDINANCE consenting to the addition of 2.877 acres of land to NORTHWEST HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 10, for inclusion in the district

Background:

SUBJECT: Petition for the City’s consent to the addition of 2.877 acres to Northwest Harris County Municipal Utility District No. 10.

 

RECOMMENDATION: Petition for the City’s consent to the addition of 2.877 acres to Northwest Harris County Municipal Utility District No. 10 be approved.

 

SPECIFIC EXPLANATION: Northwest Harris County Municipal Utility District No. 10 (the “District”) was created through the TCEQ in 1977, and currently consists of 1,293.7945 acres within Harris County.  The District is within the extraterritorial jurisdiction of the City of Houston (the “City”) and has petitioned the City for consent to add 2.877 acres of developed land, as Harris County Precinct 3 Service Center property, to the District.  The proposed annexation tract is located in the vicinity of Huffmeister Road, Little Cypress Creek, and Telge Road. The addition of land to the District does not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system and treatment facility.  The annexation tract will be provided with wastewater treatment by the Northwest Harris County Municipal Utility District No. 10 Wastewater Treatment Plant.  Potable water is provided by the District.

 

The nearest major drainage facility for Northwest Harris County Municipal Utility District No. 10 is Dry Gulley (K145-00-00), which flows into Cypress Creek, which flows into Spring Creek, then to the San Jacinto River, and finally into Lake Houston. Dry Gulley (K145-00-00) is within the Cypress Creek (K100-00-00) watershed. The proposed annexation tract is not within the 100 year floodplain, but is within the 500 year floodplain (100%).

 

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction. 

 

The Utility District Review Committee recommends that the subject petition be approved.
