The Planning and Development Department has received a petition from NMFR Enterprise, Inc. requesting that the city annex for general purposes, property that is located at the intersection of Aldine Westfield and Richey Road. The development consists of 3.225 acres of land owned entirely by the petitioners.
The reason for this city full purpose annexation is so that the parcel can avail water and wastewater services from Northwood MUD No. 1. This MUD is an in-city district and Houston Public Works requires that the parcel be inside the city limits so that they can use the services of the district to develop the 5 office-warehouse buildings on the site. Preliminary studies indicate that there will be no additional service costs to the city for this property. There will be some ad valorem revenue (approximately $21,140, based on 2020 tax rates), as well as some sales tax revenue associated with this project. There are no residents in the area to be annexed.
The annexation process is expected to be completed in April 2021. The suggested public hearing dates are March 24, 2021 and March 31, 2021.
The Planning and Development Department recommends that City Council approve the ordinance directing the development of a service plan and call public hearings for the general purpose annexation of certain territory in the vicinity of Aldine Westfield and Richey Road.
