The Houston Parks and Recreation Department (HPARD) recommends Council approve an Interlocal Agreement between Harris County and the City of Houston for the Operation and Maintenance of Air Monitors at Hartman Park.
The City owns Hartman Park located at 9311 E Avenue P, Houston, TX 77012. Pursuant to the ILA the County will place, maintain, and operate air monitors in the fenced utility area of the Park appropriate for detecting and measuring the Park's air quality.
The proposed agreement is not a sale or lease of the park. The County will be responsible for and pay any and all costs and expenses associated with County air monitoring equipment. The City may, but shall not be obligated to, contribute funds and/or materials and supplies for the operation and maintenance of the air monitors from time to time during the Term of this Agreement. The Agreement is for a period of thirty (30) years commencing on the Effective Date of this Agreement.
