Summary:

ORDINANCE appropriating $210,000.00 out of Water & Sewer System Consolidated Construction Fund; approving and authorizing Professional General Environmental, Asbestos and Lead related Consulting Services Agreement between City of Houston and TLC ENGINEERING, INC for environmental issues encountered on City property or within the City right-of-way; providing funding for CIP Cost Recovery financed by the Water & Sewer System Consolidated Construction Fund

Background:

SUBJECT:  Professional General Environmental, Asbestos and Lead Related Consulting Services Agreement between the City and TLC Engineering, Inc.

 

RECOMMENDATION:  An ordinance approving a Professional General Environmental, Asbestos and Lead Related Consulting Services Agreement with TLC Engineering, Inc. and appropriate funds.

           

PROJECT NOTICE/JUSTIFICATION:  This project will provide general environmental, asbestos and lead related consulting services for environmental issues encountered on City property or within the City right-of-way. Also, Federal and State regulations require the survey of multi-family, commercial and public buildings for Asbestos-Containing Materials (ACM) and Lead-Based Paint (LBP) prior to implementing renovation or demolition activities.

 

DESCRIPTION/SCOPE AND FEE: This project consists of comprehensive professional environmental consulting services, asbestos and/or lead surveys for buildings, site surveys, pre-acquisition environmental site assessments, and emergency responses to any environmental issues encountered during the construction phase of City projects.  The City uses a consultant to conduct surveys for ACM and LBP to protect the health and welfare of its citizens.

 

The total contract services amount for this Agreement is $200,000.00 for a four-year period with one-year renewal.    

 

The total cost of this project is $210,000.00 to be appropriated as follows: $200,000.00 for Contract services and $10,000.00 for CIP Cost Recovery.

 

LOCATION:    The projects are located throughout the City of Houston.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATION: The M/WBE goal for the project is set at 24%The Consultant has proposed the following firms to achieve this goal.
