Summary:

ORDINANCE consenting to the addition of 8.1658 acres of land to HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 180, for inclusion in the district

Background:

SUBJECT: Petition for the City’s consent to the addition of two (2) tracts of land totaling 8.16580 acres to Harris County Municipal Utility District No. 180.

 

RECOMMENDATION: Petition for the City’s consent to the addition of two (2) tracts of land totaling 8.16580 acres to Harris County Municipal Utility District No. 180 be approved.

 

SPECIFIC EXPLANATION: Harris County Municipal Utility District No. 180 (the “District”) was created through the TCEQ in 1979, and currently consists of 489.314 acres within Harris County.  The District is within the extraterritorial jurisdiction of the City of Houston (the “City”) and has petitioned the City for consent to add two (2) tracts of vacant land totaling 8.16580 acres, proposed be developed as multi-family residential and commercial property, to the District. The proposed annexation tracts are located in the vicinity of Greens Road, Bammel North Houston Roadand Veterans Memorial Drive.  The addition of land to the District does not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system and treatment facility.  The annexation tracts will be provided with wastewater treatment by the Harris County Municipal Utility District No. 180Potable water is provided by the District.

 

The nearest major drainage facility for Harris County Municipal Utility District No. 180 is Harris County Flood Control (HCFC) Ditch P152-02-00, which flows into Greens Bayou then into the Houston Ship Channel. HCFC Ditch P152-02-00 is within the Greens Bayou watershed. The proposed annexation tracts are not within the 100 or 500 year floodplain.

 

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction. 

 

The Utility District Review Committee recommends that the subject petition be approved.
