SUBJECT:
The Director of Houston Public Works recommends that City Council adopt an ordinance approving submission of a grant application to the TEXAS DIVISION OF EMERGENCY MANAGEMENT (TDEM) for a Federal Emergency Management Agency (FEMA) Building Resilience Infrastructure in Communities (BRIC) grant to support evaluation of the risks of flooding in areas outside of the regulatory floodplain; declaring the City’s eligibility for such grant; authorizing the Director of Houston Public Works (Director) to accept and expend Grant Funds, as awarded, and to accept and expend all subsequent awards, if any, pertaining to the Grant and to extend the budget period.
RECOMMENDATION:
It is recommended City Council adopt an Ordinance approving the submission of a grant application to the Texas Division of Emergency Management to support evaluation of the risks of flooding in areas outside of the regulatory floodplain.
SPECIFIC EXPLANATION:
Building Resilience Infrastructure in Communities (BRIC) is a new FEMA pre-disaster hazard mitigation grant program that provides funding for hazard mitigation and resilience projects including plans, studies and capacity-building activities that aim to reduce or eliminate the risks from disasters and natural hazards.
The proposed application will evaluate the risk of flooding in areas outside of the 100-year and 500-year floodplains and analyze data to understand the effectiveness of current development criteria in protecting and minimizing the risk of flooding for all Houstonians.
It is recommended that City Council authorize the Mayor to execute all related contracts, agreements, amendments and documents with the approval as to form of the City Attorney in connection with the grant program and to authorize the Director or her designee to act as the City’s representative with the authority to apply for, accept and expend the grant funds as awarded, and apply for, accept and expend all subsequent awards, if any, to extend the term and/or budget and project period not to exceed five years, if extended by TDEM during the project period, and which does not require cash matching funds. The City’s local match is anticipated to be allocated from Fund 2301 – Building Inspection Fund and will be included within the proposed FY2022 annual budget.
