The City Secretary recommends that City Council approve an ordinance establishing election precincts and polling places for the City of Houston Runoff Election for the office of Council Member, District B to be held on December 12, 2020
The Runoff Election for Council Member, District B was delayed due to an election contest filed under Cause No. 2019-82952 (“Election Contest”). On October 19, 2020, the 269th Judicial District Court of Harris County issued a court order in the Election Contest that ordered the runoff election for City of Houston Council Member, District B (“Election”) be held on December 12, 2020. Consistent with that court order, Mayor Sylvester Turner ordered, by proclamation, that the Election be held on December 12, 2020.
Chapter 43 of the Texas Election Code requires that the City Council establish precincts and designate polling places for the City’s Election to be held on December 12, 2020. The City of Houston will enter into an election services agreement with Harris County to participate in a joint runoff election administered by the County, with the cities of Baytown, Humble, La Porte, and Nassau Bay
The Harris County Commissioners’ Court has approved the division of the County into election precincts, and the County has arranged for polling locations for the precincts.
Harris County has provided the City with lists of precincts and polling places for the Election, which are contained in Exhibit A of this ordinance. Due to Harris County’s participation in the countywide polling places program, District B voters residing in Harris and Montgomery County will be able to vote at any polling place on Election Day.
