Summary:

ORDINANCE appropriating $6,320,000.00 out of Water & Sewer System Consolidated Construction Fund; approving and authorizing Professional Engineering Services Contract between City of Houston and IDS ENGINEERING GROUP, INC for Liquid Ammonium Sulfate (LAS) System at Ground Water Facilities and Chemical Improvements at Repump Stations; providing funding for CIP Cost Recovery financed by the Water & Sewer System Consolidated Construction Fund - DISTRICTS A - PECK; B - JACKSON; C - KAMIN; F - THOMAS; G - TRAVIS; J - POLLARD and K - CASTEX-TATUM

Background:

SUBJECT: Professional Engineering Services Contract between the City and IDS Engineering Group for Liquid Ammonium Sulfate (LAS) System at Ground Water Facilities and Chemical Improvements at Repump Stations.

 

RECOMMENDATION:  An ordinance approving a Professional Engineering Services Contract with IDS Engineering Group for Liquid Ammonium Sulfate (LAS) System at Ground Water Facilities and Chemical Improvements at Repump Stations and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s improvements of various groundwater facilities and Re-Pump stations and is required to meet the Texas Commission on Environmental Quality regulations.  Also, this project will improve the operability, maintainability and reliability of the plants.

 

DESCRIPTION/SCOPE: This project consists of providing professional engineering and related services associated with the evaluation, design and implementation of improvements to the various facilities.

 

LOCATION:  The project is located throughout the City of Houston within Council Districts A, B, C, F, G, J and K (See Attachment)

 

SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant will perform Phase I - Preliminary Design, Phase II – Final Design, Phase III - Construction Phase Services and Additional Services. Basic Services Fee for Phase I is based on cost of time and materials with not-to-exceed agreed upon amount. The total Basic Services appropriation is $3,968,220.00.

 

The Contract also includes certain Additional Services to be paid either as lump sum or on a reimbursable basis. The total Additional Services appropriation is $2,046,150.00.

 

The negotiated maximum for Phase I Services is $492,700.00.

 

The total cost of this project is $6,320,000.00 to be appropriated as follows: $6,014,370.00 for Contract services and $305,630.00 for CIP Cost Recovery.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATION: The M/WBE goal for the project is set at 24.00%.The Consultant has proposed the following firms to achieve this goal.
