SUBJECT: Professional Engineering Services Contract between the City and HR Green Inc. for Wastewater Operations (WWO) Engineering Support Services.
RECOMMENDATION: An ordinance approving a Professional Engineering Services Contract with HR Green Inc. for WWO Engineering Support Services and appropriate funds.
SPECIFIC EXPLANATION: The project is part of the City’s ongoing program to improve inefficient components of the existing wastewater treatment plant facilities.
DESCRIPTION/SCOPE: This project consists of providing professional engineering services and staff augmentation assistance as required for the administration, design, and construction management of wastewater collection and treatment systems, including project management, as needed for various assignments. Professional staff may include civil, process, mechanical, structural, electrical, and instrumentation & controls engineers, scientists and/or technical staff (project management, construction management, and construction observation support).
LOCATION: The projects are located throughout the City of Houston
SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant’s assistance may include staff augmentation and/or perform Phase I - Preliminary Design, Phase II – Final Design, Phase III – Construction Phase Services and Additional Services as applicable to each assignment (work order). Basic Services Fee for each assignment will be based on a negotiated lump sum amount. The total Basic Services appropriation is $3,000,000.00.
Any assignment may include certain Additional Services to be paid either as lump sum or on a reimbursable basis as part of that assignment. As a result, no special appropriation for Additional Services are included.
The total cost of this project is $3,150,000.00 to be appropriated as follows: $3,000,000.00 for Contract services and $150,000.00 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The M/WBE goal for the project is set at 24%. The Consultant has proposed the following firms to achieve this goal.
