SUBJECT: Contract Award for Keegans Bayou, Northwest and Chocolate Bayou Wastewater Treatment Plant (WWTP) Bar Screen and Grating Replacement.
RECOMMENDATION: A award construction contract to LEM Construction Company Inc. for Keegans Bayou, Northwest and Chocolate Bayou WWTP Bar Screen and Grating Replacement and appropriate funds.
SPECIFIC EXPLANATION: The project is part of the City’s ongoing program to improve inefficient components of the existing wastewater treatment plant facilities.
DESCRIPTION/SCOPE: The project consists of 1. Rehabilitation of the walkway grating and grating support system at the influent and effluent aeration basin channels at the Keegans Bayou WWTP; 2. Removal and replacement of the bar screens, conveyor system as well as associated electrical, control and ancillary equipment (Non-potable water connections) at the Keegans Bayou, Northwest and Chocolate Bayou WWTPs. The Contract duration for this project is 270 calendar days. This project was designed by HR Green Inc.

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, LEM Construction Company, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 11% MBE goal and 7% WBE goal for this project.
