Summary:

ORDINANCE approving and authorizing Advanced Funding Agreement between City of Houston and TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) for Reconstruction and Widening of Antoine Drive from US 290 to West Mount Houston - DISTRICTS A - PECK and C - KAMIN

This item should only be considered after passage of Item 30 above

Background:

SUBJECT: Advanced Funding Agreement between the City of Houston and  Texas Department of Transportation (TxDOT) for the Reconstruction and Widening of Antoine Drive from US 290 to W Mount Houston (Project).

 

RECOMMENDATION: Approve the Advanced Funding Agreement between the City of Houston and TxDOT for the Reconstruction and Widening of Antoine Drive from US 290 to W Mount Houston.

 

PROJECT NOTICE/JUSTIFICATION:  The proposed Project would reconstruct the existing 4-lane divided concrete roadway with pedestrian and bicycle accommodations, stormwater sewer improvements, intersection improvements, and necessary underground utilities. The proposed Project also includes construction of additional lanes between Tidwell and US 290 and a grade separation over the BNSF railroad. Its completion will improve traffic safety and mobility and drainage in the service area.

 

LOCATION: The Project is located along Antoine Drive from US 290 to W Mount Houston.

 

SCOPE OF AGREEMENT AND FEE: The requested agreement will enable the City to continue development of the project in partnership with TxDOT.

 

In 2018 the City, in partnership with Harris County, applied to the Houston-Galveston Area Council (“H-GAC”) for federal funding for the Project. H-GAC’s Transportation Policy Council subsequently selected the Project for funding. In order to advance development of the project, Houston Public Works is requesting approval of the proposed Agreement to compensate TxDOT for the costs of coordinating design and environmental documentation reviews.

 

Funds awarded by H-GAC will be used to construct the project and will be reflected in future agreement(s) with TxDOT.          

 

FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project .
