Formal Bids Received September 3, 2020, for S21-N29291 - Approve an award to Environmental Improvements, Inc. in the total amount of $59,980.00 for the purchase of polymer feed systems for Houston Public Works.
Specific Explanation:
The Director of Houston Public Works (HPW) and the Chief Procurement Officer recommend that City Council approve an award to Environmental Improvements, Inc. in the total amount of $59,980.00 for polymer feed systems and that authorization be given to issue a purchase order.
This purchase consists of four (4) Polyblend® MM1200 Polymer Feed Systems which include, but are not limited to, dilution water inlets, polymer pumps, calibration columns, solution outlets, power assemblies, electrical and skid-mounted control panels, and other related spare parts. The new systems will help wastewater facilities regain treatment capacity, continue solids dewatering, prevent solids migration, and maintain regulatory compliance. The new systems will be delivered and operated at the Northgate, Imperial Valley, Greenridge and Southeast Waste Water Treatment Plants. Environmental Improvements, Inc. shall deliver the assembled systems within the normal lead time for this type of equipment or within 8 - 10 weeks, whichever occurs first from receipt of the City’s purchase order.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Four (4) prospective bidders downloaded the solicitation document from SPD’s e-bidding website and two (2) bids were received as outlined below:

This procurement is exempt from the City’s MWBE subcontracting goals as the total expenditure does not exceed the $100,000 threshold.
Hire Houston First:
The proposed award requires compliance with the City’s Hire Houston First (HHF ordinance that promotes economic opportunity for Houston businesses and supports job creation). In this case, Environmental Improvements, Inc. does not meet the requirements for HHF designation, no HHF firms were within five percent for this purchase.
Fiscal Note:
Funding for this item is included the FY2021 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
