Summary:

ORDINANCE awarding contract to JFT CONSTRUCTION, INC for FY2021 Drainage Rehabilitation (Storm Water Action Team) Work Orders #1; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for testing services relating to construction of facilities financed by the Stormwater Fund; providing a maximum contract amount - $2,260,000.00

Background:

SUBJECT: Contract Award for FY2021 Drainage Rehabilitation Storm Water Action Team (SWAT) Work Orders No. 1.

 

RECOMMENDATION: (SUMMARY) Accept low bid, award construction contract for FY2021 Drainage Rehabilitation Storm Water Action Team (SWAT) Work Orders No. 1 to JFT Construction, Inc., with a maximum contract amount not to exceed $2,200,000.00 and allocate funds.

 

 PROJECT NOTICE/JUSTIFICATION: This project will provide work authorizations on a location by location basis, as needed, to repair, rehabilitate or reconstruct the storm water drainage assets to such a condition that they may be effectively used for its designated functional purpose.

 

 DESCRIPTION/SCOPE: This Citywide program provides construction services to resolve emergency localized storm water drainage problems. The project scope is established by each work authorization. The contract duration for this project is 730 calendar days.

 

 LOCATION: The projects are located throughout the City of Houston (City).

 

 BIDS:  The contract was advertised for bidding on August 21, 2020. Bids were received on September 10, 2020.  The eight (8) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to JFT Construction, Inc. with a low bid of $2,200,000.00 (0.747 Adjustment Factor).

 

 PROJECT COST: The total cost of this project is $2,260,000.00 to be allocated as follows:

 

· Bid Amount

· Testing Services

$60,000.00

 

 

Testing Services will be provided by Ninyo & Moore, Inc., under a previously approved contract.

 

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, JFT Construction, Inc., is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

 PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

 M/WBE PARTICIPATION: The contractor has submitted the following proposed plan to satisfy the 7% MBE goal and 2% WBE goal for this project.
