RECOMMENDATION: Approve an Ordinance de-appropriating $450,000 out of the Construction Manager at Risk (CMAR) contract with Times Construction, Inc. (previously appropriated by Ordinance No. 2018-1018), and appropriating an equivalent amount to the Task Order and Job Order (TOC/JOC) Contracting Program for the project.
SPECIFIC EXPLANATION: On December 19, 2018, Ordinance No. 2018-1018, City Council awarded a CMAR contract to Times Construction, Inc., for pre-construction and construction phase services for the renovation of floors 5, 8 and 9 at 611 Walker. While Times Construction has completed renovation of floors 8 and 9, it has been determined that it is more cost-effective to utilize the General Services Department TOC/JOC Contracting Program to renovate the 5th floor to accommodate the Strategic Procurement Division (SPD). Although it was initially contemplated to relocate SPD and Fleet Management, it is less disruptive to city operations to move one department instead of two. As such, Fleet Management will remain at its current location in the City Hall Annex, Ground Level.
Therefore, the General Services Department recommends that City Council de-appropriate $450,000 out of the CMAR contract with Times Construction, Inc., and appropriate those funds to the TOC/JOC Contracting Program for renovation of the 5th floor of 611 Walker for the Houston Public Works Department.
PROJECT LOCATION: 611 Walker Street, Houston, TX 77002
PROJECT DESCRIPTION: The scope of work includes the selective demolition of existing walls and carpet as well as the buildout of a new conference room, copy and storage rooms, new paint and flooring.
