S85-T25327.A1 Approve an ordinance authorizing a first amendment to Contract No. 4600013541 between the City of Houston and Enforcement Video, LLC dba. WatchGuard Video (approved by Ord. No. 2015-1156, passed on November 18, 2015) to extend the contract term from December 1, 2020 to November 30, 2021, for a body-worn camera solution and video evidence management system for the Houston Police Department.
SPECIFIC EXPLANATION:
The Chief of the Houston Police Department (HPD) and the Chief Procurement Officer recommend that City Council approve an ordinance authorizing a first amendment to the contract between the City of Houston and Enforcement Video, LLC dba. WatchGuard Video to extend the contract term from December 1, 2020 to November 30, 2021 for a body-worn camera (BWC) solution and video evidence management system for the Houston Police Department.
This contract was awarded on November 18, 2015, by Ordinance No. 2015-1156 for a three-year term, with two one-year renewal options in the original amount of $6,332,747.00. The contract commenced on December 1, 2015, and it is currently on the second one-year renewal term that expires November 30, 2020. To date, there is a remaining balance of $386,809.00 in the contract.
The original timeline for an updated procurement for BWCs was delayed to receive recommendations from the Mayor’s Task Force on Policing Reform. Their report has been provided with recommendations for BWCs. HPD and SPD will now revise the BWC procurement and incorporate many recommended or needed technological enhancements which better support policing needs and reform recommendations.
This extension requires no additional funding and simply adds time (up to 1 year) to accomplish an updated technology procurement.
The scope of work requires the contractor to provide a video evidence management system (VEMS) with a body-worn camera (BWC) solution and system integration that offers equipment and tools to increase the effectiveness, accountability, and productivity of HPD. The VEMS with a BWC solution collects, stores, and manages videos from BWC’s in-car cameras, DWI-Intox rooms, and other video evidence. The system also interacts with the Harris County District Attorney’s Office systems.
M/WBE Participation
This contract was awarded with a 2.9% M/WBE participation level. Enforcement Video, LLC dba. WatchGuard Video is currently achieving a 3.2% participation level. The Office of Business Opportunity will continue to monitor this contract.
Fiscal Note:
There is no impact to the fiscal budget, therefore, no fiscal note is required.
