Summary:

ORDINANCE approving and authorizing an Advanced Funding Agreement between City of Houston and TEXAS DEPARTMENT OF TRANSPORTATION for the Houston Roadway Flood Warning System - DISTRICTS A - PECK; B - JACKSON; D - EVANS-SHABAZZ and K - CASTEX-TATUM

Background:

SUBJECT:  Advance Funding Agreement between City and Texas Department of Transportation (TxDOT) for Houston Roadway Flood Warning System.

 

RECOMMENDATION: Adopt an ordinance approving and authorizing an Advance Funding Agreement between the City and TxDOT for Houston Roadway Flood Warning System.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the FY 2017 Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grant Program approved by City Council on October 11, 2017 under Ordinance No. 2017-0799. 

 

DESCRIPTION:  The Federal Highway Administration (FHWA) awarded a 2017 TIGER Grant to the City to undertake and complete a highway improvement or other transportation project generally described as the Houston Roadway Flood Warning System.  This project consists of improvements to the nine TxDOT Flood Warning System (FWS) locations and upgrades to existing TxDOT pump stations at underpasses.  Two of the nine TxDOT critical locations are outside the City of Houston limits but are within Houston’s Metropolitan Area.     

 

LOCATION: 

SCOPE OF THE AGREEMENT AND FEE:  The agreement between the City and TxDOT entails the project being financed, constructed, operated and maintained in accordance with the Grant agreement executed by and between the Federal Highway Administration (FHWA) and the City.  All Federal laws, regulations and policies of the FHWA will apply to the Project.

 

TxDOT will pay $1,391,251.00 to the City for the construction of the Project locations identified.  Once TxDOT’s maximum contribution is reached, the City shall then be responsible for 100% of the costs of the Houston Roadway Flood Warning System Project. 

 

FISCAL NOTE: No significant fiscal operating impact is anticipated as a result of this project.

 

ACTION RECOMMENDED:  It is recommended that City Council adopt an ordinance approving and authorizing the Advance Funding Agreement between the City and TxDOT.
