The Chief of the Houston Police Department and the Chief Procurement Officer recommend that City Council approve an amending ordinance to increase spending authority from $265,539.97 to $587,254.14 for the Antenna Site License Agreement between the City of Houston and 600 Travis Owner, LLC located at 600 Travis Street, Houston, Texas 77002
The Houston Police Department operates various helicopter video downlinks around the City of Houston. Chase Tower is the tallest building in the downtown area from which HPD can receive and re-transmit video downlinks to the HPD Command Center at 1200 Travis. The proposed Antenna Site License Agreement will allow HPD to use the licensed premises for the installation, operation and maintenance of its communications equipment, including antennas, cables, connectors, radios and related transmission and reception hardware.
The Antenna Site License Agreement was awarded on October 31, 2011 under Ordinance No. 2011-0928 for a five-year term with three five-year renewal options. Per terms of the agreement, the monthly license fee shall increase by two percent (2%) from the rate in effect at the end of the year immediately preceding. We are currently in the fourth year of the first renewal period and require additional spending authority. Additional spending authority is needed due to the 2% escalation and will also cover the second (5) five-year renewal period.
Fiscal Note:
Funding for this item is included in the FY2021 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
