Background:

Request for Proposals received on May 7, 2020 for S72-T29275 - Approve an ordinance authorizing the appropriation of $839,824.27 out of the HAS Renewal and Replacement Fund (8010) and awarding a contract to JBT AeroTech Corporation in an amount not to exceed $22,168,833.31 for aircraft support systems operations & maintenance services for the Houston Airport System.

Specific Explanation:

The Director of Houston Airport System and the Chief Procurement Officer recommend that City Council approve an ordinance authorizing the appropriation of $839,824.27 out of the HAS Renewal and Replacement Fund and awarding a ten-year work services contract to  JBT AeroTech Corporation in an amount not to exceed $22,168,833.31 for aircraft support systems operations & maintenance services. However, the Director requests limited spending authorization in the amount of $2,349,760.75 to cover first year costs under the contract. The Director of HAS may terminate this Agreement at any time by giving 30 (thirty) days written notice to the contractor, with a copy of the notice to the Chief Procurement Officer.

JBT AeroTech Corporation will provide complete maintenance of existing aircraft support systems located at Terminals A and D for 33 Passenger Boarding Bridges (PBB’s) and associated equipment:  ground power units, pre-conditioned air units, domestic water cabinets, buses, mobile stairways, disabled passenger lift and potable water units. The present contract expires at the end of September 2020. 

 

 The Request for Proposals (RFP) was advertised in accordance with the requirements of the State of Texas bid laws. Twenty-nine (29) prospective proposers viewed the solicitation document on the Strategic Procurement Division’s e-bidding website, and as a result, one proposal was received from JBT AeroTech Corporation.  Prior to issuing the solicitation, the Strategic Procurement Division canvassed the City’s registered vendor data base as well as the market, to identify potential proposers who could possibly provide the type of services needed.  Subsequent to the receipt of the proposals, prospective proposers were contacted to determine the reason for the limited response to the RFP. Some potential proposers advised that they were not sufficiently equipped or experienced enough to perform the required services in the scope and could not submit a competitive proposal. The evaluation committee (EC), consisted of employees from the Houston Airport System, and the Houston Public Works Department.

The proposals were evaluated based upon the following criteria:

  1. Personnel/Staffing Requirements

  2. Reputation/Qualifications/Experience

  3. Management Strategy Plan

  4. Efficiency/Sustainability/Energy Savings/EAMS

  5. Fee Schedule Proposal

The Evaluation Committee (EC) is confident JBT AeroTech Corporation is well qualified to perform the required services as outlined in the RFP.

M/WBE Subcontracting:

The RFP was advertised with a 5% goal for M/WBE participation.  JBT AeroTech Corporation submitted a plan meeting the goal at 5% and has designated the following subcontractor as its certified M/WBE subcontractor.

Pay or Play Program:

 

The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, JBT AeroTech Corporation has elected to do both, to pay into the Contractor Responsibility Fund and to play and will provide health benefits to eligible employees in compliance with City policy.

Hire Houston First: 

The proposed contract requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, JBT AeroTech Corporation  is not a designated HHF company, but they were the successful awardee without the application of the HHF preference.

 

CIP Fiscal Note:

No significant Fiscal Operating impact is anticipated as a result of this project.

 

Fiscal Note:

Funding for this item is included in the FY2021 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
