SPECIFIC EXPLANATION:
On or before September 28, 2020, the Board of Directors of the Greater Houston Zone will approve a proposed Second Amendment to the Project Plan and Reinvestment Zone Financing Plan (the “Amended Plan”) and will transmit it for City Council consideration and approval. The Amended Plan provides for increased participation by the City primarily for the development of critical roadways and public utility improvements including street reconstruction, water, wastewater and stormwater improvements, sidewalks, streetscape improvements, lighting and pedestrian improvements created by the North Houston Highway Improvement Project (NHHIP) along with public parks and open green space opportunities. The amended project plan will be presented to the Harris County Commissioner’s Court on September 29, 2020 for approval.
Pursuant to Chapter 311 of the Texas Tax Code Sections 311.003, 311.007 and 311.011, a public hearing is scheduled for September 23, 2020. Accordingly, the Administration recommends that City Council approve the Second Amendment to the Project Plan for the Zone.
