Summary:

ORDINANCE appropriating $2,562,590.00 out of Airports Renewal and Replacement Fund, awarding Construction Contract to JERDON ENTERPRISE, L.P. for Terminals A & B Departure Area Paver Replacement and Approach Slab Repairs at George Bush Intercontinental Airport / Houston (IAH) Project No. 749; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for testing, and contingencies relating to the Terminals A & B Departure Area Paver Replacement and Approach Slab Repairs financed by Airports Renewal and Replacement Fund - DISTRICT B - DAVIS

Background:

Recommendation:

Enact an ordinance approving and authorizing a Construction Contract with Jerdon Enterprise, L.P. for the paver replacement and approach slab repairs at the Terminals A & B Departure Area at George Bush Intercontinental Airport/Houston (IAH) and appropriating the necessary funds to finance the cost of these services. (Project No. 749)

 

Specific Explanation:

The approach slab and concrete surfaces located at the departure areas of IAH Terminal A and Terminal B are approaching the end of their useful life and need replacement and repair. The scope of this project includes the following:

 

  • Paver replacement U ramps with engineered concrete,
  • Approach slab repairs at damaged approach slabs,
  • Replacement and resealing of expansion joints at U ramps.

 

Construction Phase Engineering services are being provided as part of the existing HAS On-Call Design contract with RS&H, Inc.

 

An Invitation to Bid (ITB) was advertised in the Houston Chronicle on November 8 and 15, 2019. Three bids were received on January 9, 2020, as follows:

Jerdon Enterprise, L.P. was deemed as the lowest responsive and responsible bidder.

 

The term of the Contract is 280 days.

Engineering Testing Services Contract:

Engineering testing services are being provided as part of the existing General Services Department Contract with Alpha Testing, Inc., Contract Number 4600014042.

 

Hire Houston First:

The proposed contract requires compliance with the City’s “Hire Houston First” (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Jerdon Enterprise, L.P. is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

Pay or Play:

The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. In this case, the contractor will exercise the “Play” option.

           

M/WBE Participation:

The M/WBE goal for this project is 30% (21% MBE and 9% WBE). Jerdon Enterprise, L.P. submitted a participation plan of 30.15% (21.01% MBE and 9.14% WBE) using the following subcontractors:
