ORDINANCE appropriating $1,606,700.00 out of Metro Construction  - Other, awarding contract to P^2MG, LLC dba P2MG, LLC for Safe Sidewalk Program; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for engineering and testing services, CIP Cost Recovery, and contingencies relating to construction of facilities financed by the Metro Construction - Other - DISTRICTS C - COHEN; E - MARTIN; H - GONZALEZ and I - GALLEGOS

PROJECT NOTICE/JUSTIFICATION: This project is part of the continuing effort by the City to construct request-based sidewalks throughout the City of Houston to meet the needs of its residents.

DESCRIPTION/SCOPE:  The project provides for the construction of sidewalk improvements at various locations.  The Contract duration for this project is 221 calendar days.  This project was designed by Nedu Engineering Services, Inc.

LOCATION:  The project is located in various Key Map Grids.

BIDS:  This project was advertised for bidding on July 11, 2014. Bids were received on August 14, 2014.  The two bids are as follows:

AWARD:  It is recommended that this construction contract to be awarded to P^2MG, LLC dba P2MG, LLC with a low bid of $1,386,425.18 and that Addendum 1 be made a part of this contract.

PROJECT COST:  The total cost of this project is $1,606,700.00 to be appropriated as follows:

• Bid Amount $1,386,425.18
• Contingencies $     69,321.25
• Engineering and Testing Services $     40,000.00
• CIP Cost Recovery $   110,953.57

Engineering and Testing Services will be provided by Alpha Testing, Inc. under a previously appropriated contract.

HIRE HOUSTON FIRST:

The proposed contract requires compliance with the City's 'Hire Houston First' ordinance that promotes economic opportunity for Houston business and supports job creation.  In this case, the proposed contract meets the requirements of Hire Houston First.

PAY OR PLAY PROGRAM:

The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors.  In this case, the contractor provides health benefits to eligible employees in compliance with City policy.

M/WSBE PARTICIPATION:  The low bidder has submitted the following proposed program to satisfy the 9% MBE goal and 6% WBE goal for his project.
