RECOMMENDATION:
Enact an ordinance approving and authorizing a derivative contract with Motorola Solutions, Inc. through the Texas Department of Information Resources (DIR) for the replacement of the Terminal D/E Garage Radio Intermediate Distribution Frame (RIDF) as part of the Federal Inspection Services (FIS) Renovation and Expansion Project at George Bush Intercontinental Airport/Houston (IAH), appropriating $8,510,427.00 out of the HAS Consolidated ITRP AMT Construction Fund and $141,840.00 out of the HAS Airports Improvement Fund, and providing a maximum contract amount. (Project No. 828)
SPECIFIC EXPLANATION:
As a part of the Federal Inspection Services (FIS) Project, the IAH Terminal D/E Garage is to be demolished to enable the construction of the new International Central Processor (ICP). The existing RIDF radio room, located on the south-east corner of the upper level (8th floor) of the Terminal D/E Garage, requires relocation prior to the demolition of the Garage. The RIDF room houses mission-critical radio communications equipment that supports the public safety operations for IAH and the City of Houston (COH).
The current IAH and COH radio network is built, configured, and operated on the Motorola hardware and software standard, and a change from the IAH and COH radio hardware and software standard would require a complete reevaluation of the IAH, COH, and Harris County regional radio network configuration and operations. This re-evaluation would lead to a larger scope of work, increasing the cost, and impacting the schedule.
A Sole Source Justification has been approved by the Chief Procurement Officer.
Motorola’s scope of work is to:
· Construct and set the tower, shelter, generator, and propane tank;
· Construct the compound (fencing, general radio site ground preparation);
· Stage the new radio system infrastructure equipment;
· Install, configure, and optimize the equipment at the new radio site location;
· Cutover from the old site to the new site;
· Decommission the old equipment, inventory, and move to a designated storage facility.
Motorola has proposed a 15-month schedule to complete all work through final acceptance testing.
This project was presented at the September 3, 2020 Transportation, Technology, and Infrastructure (TTI) Committee Meeting.
It is now requested that City Council enact an ordinance approving and authorizing the requested derivative contract with Motorola Solutions, Inc. through the State of Texas DIR and appropriating the necessary funds.

FAA AIP Grant Program:
No grants have been applied for at this time. However, if applicable, grants may be applied for in the future.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal purchasing agreement.
Pay or Play:
The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. In this case, the contractor and/or its sub-contractors provide benefits for some employees but will pay into the Contractor Responsibility Fund for others in compliance with City policy.
M/WBE Participation:
An M/WBE Zero % Goal was approved by the Office of Business Opportunity. However, Motorola has committed to fulfilling 4% Historically Underutilized Business (HUB) participation on this contract. Motorola is using a local certified firm that is also a HUB to meet the HUB requirements.
CIP Fiscal Note:
No significant Fiscal Operating impact is anticipated as a result of this project.
