SUBJECT: Petition for the City’s consent to the addition of three (3) tracts of land totaling 23.006 acres to North Belt Utility District.
RECOMMENDATION: Petition for the City’s consent to the addition of three (3) tracts of land totaling 23.006 acres to North Belt Utility District be approved.
SPECIFIC EXPLANATION: North Belt Utility District (the “District”) was created through the an act of Texas Legislature in 1969, and currently consists of 604.3185 acres within Harris County. The District is within the extraterritorial jurisdiction of the City of Houston (the “City”) and has petitioned the City for consent to add three (3) tracts of mixed land totaling 23.006 acres, proposed be developed as commercial property, to the District. The proposed annexation tracts are located in the vicinity of Buschong Street, Hardy Toll Road, North Sam Houston Parkway, and Greens Bayou. The addition of land to the District does not release it from the City’s extraterritorial jurisdiction.
The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.
The District has a wastewater collection system and treatment facility. The annexation tracts will be provided with wastewater treatment by the City of Houston Intercontinental Airport Regional Wastewater Treatment Plant. This regional plant also provides wastewater treatment to North Belt Utility District. Potable water is provided by the District.
The nearest major drainage facility for North Belt Utility District is Greens Bayou, which flows into the Houston Ship Channel. The proposed annexation tracts are within the 100 and 500 year floodplain. Tract XXII is 100% in the 100 year floodplain. Tract XXIII is 100% in the 500 year floodplain. Tract XXIV is 15% in the 100 year floodplain and 85% in the 500 year floodplain.
By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction.
The Utility District Review Committee recommends that the subject petition be approved.
