SUBJECT: Accept Work for New Front Easement Reconnections.
RECOMMENDATION: (Summary) Pass a motion to approve the final contract amount of $1,289,229.47, which is 0.94% under the original contract amount, accept the work, and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Neighborhood Back Lot New Front Easement Reconnections and was required to provide the relocation of sanitary sewer services to the existing front lot main.
DESCRIPTION/SCOPE: This project consisted of the relocation of sanitary sewer service lines for approximately 100 properties in various locations within the City of Houston. The relocations included the abandonment of the sanitary sewer services to the back lot main and the installation of new sewer services to the existing front lot main. The project was awarded to T Construction, LLC with an original contract amount of $1,301,504.97. The Notice to Proceed date was 05/17/2017 and the project had 730 calendar days for completion.
LOCATION: This work order project was located at various locations within Council Districts B, C, D, H and I.
CONTRACT COMPLETION AND COST: The contractor T Construction, LLC, has completed the work under the contract. The contract was completed within the contract time. The final cost of the project is $1,289,229.47, a decrease of $12,275.50 or 0.94% under the original contract amount. Fewer sanitary sewer service lines were needed than anticipated.
MWDBE PARTICIPATION: The MWBE goal for this project was 24%. According to the Office of Business Opportunity, the actual participation was 13.44% and they awarded the contractor an Unsatisfactory rating. While the contactor utilized MWBE-certified subcontractors, they did not utilize the ones identified in their plans and did not follow the deviation process to adjust their original MWBE plan. T Construction appealed their unsatisfactory rating to The Office of Business Opportunity (OBO), but that appeal was denied. OBO did advise them how to perform better on future contracts and has assigned a high-level staff member to work with T Construction on understanding compliance.
