RECOMMENDATION:
Enact an ordinance approving and authorizing a Maintenance and Technical Support Agreement with Honeywell International Inc. for the Ground Based Augmentation System (GBAS) Navigation Equipment at George Bush Intercontinental Airport/Houston (IAH) and setting a maximum contract amount. (Project No. 691)
SPECIFIC EXPLANATION:
The Ground Based Augmentation System (GBAS) is a component of the Federal Aviation Administration’s (FAA) NextGen air navigation transformation. GBAS works with Global Positioning System (GPS) satellites to provide greater accuracy for landing approaches at IAH for specially equipped aircraft. Currently, select aircrafts are equipped with GBAS equipment, including some in the United Airlines fleet.
As the developer of GBAS, Honeywell International Inc. (Honeywell), in coordination with FAA Tech Center regulations, provided specifications for site location, installation, and flight testing. Honeywell will maintain the GBAS to FAA standards. A previous agreement with Honeywell was approved by City Council in 2013 and amended in 2017.
The services to be provided by Honeywell International, Inc. under this Agreement will include the following:
- Periodic Maintenance
- Corrective Maintenance
- Return-to-Service Tasks
- Hardware Modification
- Software Loading
- System Performance Documentation in Maintenance Logs
- Spares Management
A sole-source justification was approved by the Chief Procurement Officer.
It is now requested that City Council approve a Maintenance and Technical Support Agreement with Honeywell International Inc. for the term of five (5) years.

Fiscal Note:
Funding for this item is included in the FY2021 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
