SUBJECT: Contract Award for FY2021 Local Drainage Program (LDP) Contract #1.
RECOMMENDATION: (SUMMARY) Award a Construction Contract to Grava, LLC, for FY2021 Local Drainage Program (LDP) Contract#1 and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Transportation & Operations Program and will provide work authorization on a location by location as needed, to preserve, repair, rehabilitate or reconstruct the storm water drainage asset to such a condition that it may be effectively used for its designated functional purpose.
DESCRIPTION/SCOPE: This Citywide program provides construction services to resolve localized storm water drainage problems. The scope is established by each work authorization. The contract duration for this project is 730 calendar days.
LOCATION: The projects are located throughout the City of Houston (City).
BIDS: The project was advertised for bidding on July 17, 2020. Bids were received on August 6, 2020. The eight (8) bids are as follows:

Testing Services will be provided by HVJ Associates, Inc. under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case Grava, LLC is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 7% MBE goal and 2% WBE goal for this project.
