Background:

Formal Bids Received June 25, 2020 for S21-N29185 - Approve an award to Controval USA, LLC in the total amount of $204,506.00 to Furnish and Install Electric Actuators for Houston Public Works.

 

Specific Explanation:

The Director of Houston Public Works (HPW) and the Chief Procurement Officer recommend that City Council approve an award to Controval USA, LLC in the total amount of $204,506.00  to furnish and install electric actuators and that authorization be given to issue a purchase order for Houston Public Works (HPW). 

 

This purchase consists of  fifty-one (51) electric actuators that will replace worn equipment at  HPW's Upper Braes, Chocolate Bayou Wastewater Treatment Plants and the East Water Purification Plant located on Federal Road.  The  electric actuators are used to open and close the gate valves at the return basins, remove sludge and filter large trash from wastewater that enters at the head of the plants preventing damage to downstream equipment.  Controval USA, LLC will remove the 20-year old equipment and provide labor for installation, commissioning and calibration, disposal of old equipment, and loop check assistance for seven (7) days to certify the equipment has been properly furnished. The vendor shall provide the equipment and labor services upon receipt of City purchase order.

 

This project was advertised in accordance with the requirements of the State of Texas bid laws. Five (5) prospective bidders downloaded the solicitation document from SPD’s e-bidding website and four (4) bids were received as outlined below:

Controval USA,  LLC.: Award on its overall low bid meeting specifications for Groups I - IV (electric actuators) and Group V, Line Item Nos. 1 and 2 (labor for installation, etc.) in the total amount of $204,506.00.

 

World Wide Actuation Technologies submitted a lower bid but did not meet specifications.  Specifically, the bid was incomplete and did not include pricing for Group 2, Line Item Nos. 1 and 2 (electric actuators) and Group 3, Line Item No. 1 (labor for installation).

   

M/WBE Participation:

Hire Houston First:

The proposed award requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Controval USA, LLC is an HHF-designated company; however they were the successful awardee without application of the HHF preference.

 

Fiscal Note:

Funding for this item is included in the FY2021 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
