Formal bids received August 6, 2020 for S87 - N29426 - Approve an award to Siddons-Martin Emergency Group, LLC in the total amount of $733,056.00 for the purchase of Harvey Replacement Fire Fighting Booster Trucks for the Fleet Management Department on behalf of Houston Fire Department.
Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of four (4) Fire Fighting Booster Trucks in the total amount of $733,056.00 and that authorization be given to issue a purchase order to Siddons-Martin Emergency Group, LLC. These units will be used by department personnel to provide City services to the citizens of Houston. The funding for these units is included in the FY20 Capital Improvement Plan (CIP).
This project was advertised in accordance with the requirements of the State of Texas bid laws. Two (2) prospective bidders downloaded the solicitation document from SPD's e-bidding website, and two (2) bids were received.

Specifications)
The fire fighting booster trucks will come with a full bumper-to-bumper warranty of three (3) years or 36,000 miles and additional warranties of five (5) years on all parts and labor, ten (10) years parts and labor on the body and structural components, and a full lifetime warranty on the tank. The life expectancy of the booster trucks is twelve (12) years.
This FEMA Harvey Replacement Fire Fighting Booster Trucks package consists of four (4) vehicles.
This recommendation was made pursuant to Chapter 252, Section 252.022 (a) (2) "a procurement necessary to preserve or protect the public health or safety of the municipality's residents" of the Texas Local Government Code for exempted procurement.

Zero-percent goal document approved by the Office of Business Opportunity.
Hire Houston First:
The proposed procurement may be funded by a federal grant; therefore, exempt from "Hire Houston First" (HHF) ordinance that promotes economic opportunity for Houston Businesses and supports job creation.
Disaster Recovery Note:
This item is related to the impact of Hurricane Harvey DR4332 and it is the City's intent to seek reimbursement from the Federal Emergency Management Agency (FEMA) and other eligible sources for such expenditures.
