RECOMMENDATION:
Enact an ordinance appropriating $19,520,000.00 out of the HAS Consolidated ITRP AMT Construction Fund (8207) and $341,600.00 for Civic Art out of the HAS Airports Improvement Fund (8011) for the Professional Services Agreement with Fentress Architects, Ltd. for the completion of Stages 3-6 of Architectural and Engineering (A/E) Design Services for the Mickey Leland International Terminal (MLIT) Project (Project No. 826) at George Bush Intercontinental Airport/Houston (IAH).
SPECIFIC EXPLANATION:
In November 2016, City Council approved Ordinance 2016-919, approving and authorizing a Professional Services contract with Fentress Architects, Ltd. for Architectural and Engineering (A/E) Design Services for the Mickey Leland International Terminal (MLIT) Project and appropriating an initial $54,177,500.00.
Under the authorization granted by Council in 2016, Terminal D, also known at the Mickey Leland International Terminal, was due to be replaced by a new modern terminal. During the conclusion of Schematic Design phase, the Houston Airport System (HAS) reviewed the functional and operational inter-connections between the MLIT design and the proposed project scope for the Federal Inspection Services (FIS) facility. The core objectives of a modified approach were then set to maximize efficiency by making better use of existing assets, develop demand-based construction, and minimize the impact on Cost per Enplaned Passenger (CPE) to the air carriers utilizing the facilities. As a result, the Mickey Leland terminal was converted to a gate concourse (the North Concourse) serving the foreign flag carriers, and a new structure, the International Central Processor, to be built as an extension of the FIS facility in the space currently occupied by the Terminal D parking garage, was included for passenger processing.
Under the revised scope of services to be provided by Fentress, the existing Old Terminal C North (OCN) Pier will be replaced, and the Terminal D and C-D Connector facilities will be refurbished. The North Concourse will provide between 15 and 22 contact gates, with a minimum of 13 gates able to accommodate wide-body aircraft. The existing Terminal D ticketing and curb facilities will be closed once the Terminal D carriers have relocated to the New International Central Processor.
In October 2018, City Council enacted Ordinance 2018-877, approving and authorizing Amendment No. 1 to the Agreement with Fentress Architects, Ltd., for the revised approach reallocating the existing design services to provide Program Validation and an overall Concept Design for both the North Concourse and the International Central Processor. Per Amendment No. 1, the approved approach was to utilize the current remaining fee to commence the required Program Validation and revised Concept Design, and once a better understanding for the cost to do the more difficult work of determining what improvements to the North Concourse must be accomplished, as well as the additional work to produce an overarching conceptual design integrating the new International Central Processor with the North Gate Concourse, a revised fee with Fentress would be negotiated.
With the completion of 60% of design for the Modified Approach, it is now requested Council authorize an additional appropriation of $19,861,600.00 to complete the design of the MLIT North Concourse, including design administration during construction.

The Minority/Women Business Enterprise (M/WBE) goal for this agreement is 30%. Currently, Fentress Architects, Ltd. is achieving 25.81% participation toward the goal. The HAS Office of Business Opportunity will continue to monitor this agreement and is confident the goal will be met by the contractor.

No significant Fiscal Operating impact is anticipated as a result of this project.
