(approved by Ordinance No. 2015-356, passed on April 15, 2015) to extend the contract term from October 24, 2020 to October 23, 2021 for preventive and on-call maintenance services for the Alfa Laval decanter centrifuges for Houston Public Works.
SPECIFIC EXPLANATION:
The Director of Houston Public Works (HPW) and the Chief Procurement Officer recommend that City Council approve an ordinance authorizing a first amendment to the contract between the City of Houston and Alfa Laval, Inc. to extend the contract term from October 24, 2020 to October 23, 2021, for preventive and on-call maintenance services for the Alfa Laval decanter centrifuges for HPW.
This contract was awarded on April 15, 2015, by Ordinance No. 2015-356 for a three-year term, with two one-year options in the original amount of $2,313,258.74. The contract commenced on April 28, 2015 and is currently in a 180-day extension period that expires on October 24, 2020.
To date, there is a remaining balance of $1,561,085.46 in the contract. At contract inception, HPW anticipated an annual expenditure of $462,652.00 for routine maintenance services for the Alfa Laval decanter centrifuges located at the East Water Purification Plant (EWPP). The current spending is approximately $150,435.00 per year. The reduced annual expenditure is due to the plant’s inability to disconnect more than one centrifuge at a time from its dewatering system and the amount of time required for a unit to be recommissioned and return to operation. These repairs are specialized and technical; only technicians certified by the manufacturer can perform the work. The additional one-year extension will allow HPW to determine the long-range planning strategies for servicing the centrifuges.
The scope of work requires the contractor to provide on-call preventive maintenance and repair services for four (4) Alfa Laval decanter centrifuges located at the EWPP. The centrifuges are the primary equipment of the plant's dewatering system and a critical component of the water purification process. EWPP relies on these four (4) centrifuges for sludge removal and meeting water production and regulatory compliance requirements.
