Specific Explanation:
The City Attorney and the Chief Procurement Officer recommend that City Council approve an amending ordinance to increase the maximum contract amount from $1,300,000.00 to $1,365,000.00 for the contract between the City of Houston and Title Data, Inc. for Subscription Services for the City of Houston Legal Department.
The contract was awarded on July 30, 2008, by Ordinance No. 2008-674 as an evergreen contract in the amount not to exceed $600,000.00. On March 27, 2013, Ordinance No. 2013-263 was approved to amend Ordinance No. 2008-674 and increase the maximum contract amount from $600,000.00 to $1,200,000.00. Then, on January 29, 2020, Ordinance No. 2020-89 was approved to amend Ordinance No. 2013-263 and increase the maximum contract amount from $1,200,000.00 to $1,300,000.00. Expenditures as of August 18, 2020 totaled $1,295,200.00.
The increased spending authority in the amount of $65,000.00 is necessary to continue utilizing on-line access of various digital documents recorded by county clerks’ official public records of Harris, Fort Bend and Montgomery Counties. On July 3, 2020, a Request for Proposals (“RFP”) was issued to solicit proposals from qualified firms to provide access to a searchable title plant database related to real property for Houston area counties, specifically Harris, Fort Bend, and Montgomery. The increased spending authority will allow the City of Houston time to evaluate proposals received relating to the RFP issued on July 3, 2020.
The scope of work requires the contractor to provide all supervision, labor, materials, necessary to provide online access to Title Data’s Title Plant and Image Library for Harris and other surrounding counties.
