Summary:

ORDINANCE approving and authorizing submission of an electronic application for and acceptance of Grant Funding through the FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FOR THE FEMA FY19 FIRE PREVENTION AND SAFETY GRANT (“Grant”); declaring the City’s eligibility for such Grant; authorizing the Chief of the Houston Fire Department to act as the City’s representative in the application process, to accept and expend the Grant Funds, if awarded, and to apply for and accept all subsequent awards, if any, pertaining to the program

Background:

Approval of an ordinance authorizing the application and acceptance of award for the Federal Emergency Management Agency (FEMA) FY19 Fire Prevention and Safety Grant.

 

SPECIFIC EXPLANATION:

The Houston Fire Department (HFD) requests City Council approve an ordinance authorizing the application and acceptance of award for the Federal Emergency Management Agency (FEMA) FY2019 Fire Prevention and Safety Grant Program in the amount of $17,168.00 with a cash match of $817.52 for a total program cost of $17,985.52. The project period will begin from September 3, 2020 and end September 2, 2021.

 

The Houston Fire Department (HFD) requests to conduct a formal comprehensive community risk assessment implementation plan. HFD proposes a Community Risk Assessment Implementation Plan following a conducted completion of a Community Risk Assessment: Standards of Cover evaluation that was awarded in 2017 Fire Prevention and Safety grant EMW-2017-FP-00308. The Community Risk Assessment: Standards of Cover Report resulted in a list of work that would reduce risk. Prioritizing and planning for the implementation will be crucial.  The Houston Fire Department's (HFD) best way to address those findings is to improve the delivery of fire and emergency services to the community served by the Houston Fire Department and the development of a Community Risk Assessment Implementation Plan. The Community Risk Assessment Implementation will allow the Houston Fire Department (HFD) to develop a project plan intended to guide the work effort of the entire organization toward a common set of Community Risk Reduction goals and objectives. The Community Risk Assessment Implementation Plan is conducted following the completion of a Community Risk Assessment: Standards of Cover evaluation.

 

The Houston Fire Department also requests City Council to authorize the Fire Chief or his designee to act as the city's representative in the application process with the authority to apply for, accept, and expend the grant funds as awarded, and apply for, accept, and expend all subsequent awards, if any, to extend the budget period, and to authorize the Mayor to execute all related agreements with the approval of the City Attorney in connection with the grant not to exceed five years.

 

Fiscal Note:

Funding for the cash match is included in FY21 Adopted Budget.

No fiscal note is required on grant items.
