SUBJECT: Contract Award for Citywide Work Orders for Council District Service Fund Project # 5
RECOMMENDATION: (SUMMARY) Accept low bid, award construction contract to Tikon Group, Inc., for Citywide Work Orders for Council District Service Fund Project # 5 and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Street and Traffic Control Capital Improvement Plan (CIP) and is required to meet current City of Houston Standards as well as improve sidewalks, street surfaces, curbs, mobility and safety at intersections. The work orders will be determined by the Council District Service Fund (CDSF) process.
DESCRIPTION/SCOPE: This contract consists of rebuilding sidewalks, panel replacements, overlays, curb-ramps, pavement markings, signing and other work to be detailed on the plans. The contract duration for this project is 365 days.
LOCATION: The projects are located throughout the City of Houston (City).
BIDS: This project was advertised for bidding on March 20, 2020 and on March 27, 2020. The Bids were received on April 2, 2020. The five (5) bids are as follows:

Testing Services will be provided by A&R Engineering & Testing Inc. under a previously approved contract.
The appropriations for CIP Cost Recovery are necessary to fund project management costs but will not be charged to CDSF.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Tikon Group, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 12% MBE goal and 7% WBE goal for this project.
