Summary:

ORDINANCE appropriating $2,663,000.00 out of Equipment Acquisition Consolidated Fund and $213,650.00 out of Contributed Capital Project Fund for Various Capital Equipment for the Houston Fire Department

Background:

The Chief Business Officer/Director of Finance recommends that City Council adopt an Ordinance authorizing the appropriation of $2,663,000 from the Equipment Acquisition Consolidated Fund (1800) and $213,650 from the Contributed Capital Project Fund (4515). 

 

Bunker Gear: There are approximately 3,600 sets of bunker gear assigned in the field. HFD replaces approximately 900 sets of the bunker gear per year because of mandatory retirement due to age. Additional gear is retired prematurely due to excessive wear or damage from heat, smoke and other fire hazards.

 

Emergency Life Safety Equipment: HFD has approximately 3,600 employees in the emergency response area that require life safety equipment. This allows the replacement of equipment that has reached its life expectancy and/or allow for the replacement of outdated/damaged equipment. Equipment such as air packs, radios, protective hoods, hydraulic stretchers and other various technology equipment that are vital to HFD's operational needs.

 

Thermal Imaging Cameras: District F, G, At Large 1 and 5 allocated $117,968 to HFD. HFD will purchase 48 thermal imaging camera detect heat signatures enabling firefighters to locate individuals in extremely low visibility conditions (darkness/smoke) providing crucial insights for search/rescue of civilians, and trapped team members.

 

Extractors: District A, G, and E have allocated $95,682.00 to HFD for Gear Cleaning equipment. This equipment is needed for various fire stations. This will allow the fire fighters to properly clean their gear so that they can continue serving the public without gear issues.

 

Mobile Data Computers: Refresh 120 MDC Computers in HFD apparatus to maintain operations/transmission of dispatch information. 

 

City procurement rules will be followed and approval of purchases will return to council as needed. 

 

Fiscal Note: No significant Fiscal Operating impact is anticipated as a result of this project. Form "A''s are attached in Novus.
