RECOMMENDATION: Award construction contract and appropriate funds for the project.
SPECIFIC EXPLANATION: The General Services Department recommends that City Council award a construction contract to Hancock Pool Services, Inc. on its low bid amount of $898,160.00 to provide construction services for Denver Harbor Pool Renovation for the Houston Parks and Recreation Department.
PROJECT LOCATION: 6402 Market Street, Houston TX 77020
PROJECT DESCRIPTION: The project goal is to improve water quality which requires removal of the concrete deck and a portion of the pool shell. The project will remove the old slide, shade structures, showers, existing pool deck; plug and fill existing surge chamber with sand; install an additional filter, pump, valves, and piping; provide electrical and controls for new pumps; convert existing storage room to a new chemical storage room; install new return lines and water lines around pool, provide new backflow preventer, build new surge chamber and appurtenances, add new deck drainage system; replace the pool deck and add steps in the shallow end; install new plaster and tile; provide new exterior showers, slide, handrails, accessible chair lift, and shade structures.
The contract duration for this project is 180 calendar days from the date of the Notice to Proceed.

AWARD: It is recommended that City Council award the construction contract to Hancock Pool Services, Inc., and appropriate funds for the project, including an additional appropriation of $12,000.20 for engineering and materials testing services under an existing contract with Alpha Testing, Inc.

M/W/SBE PARTICIPATION: An M/W/SBE goal was not established for this project because the construction cost did not exceed the threshold of $1M required for a goal-oriented contract as authorized by Houston Code of Ordinances §15-82.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ Ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s “Hire Houston First” (HHF) Ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Hancock Pool Services, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
CIP FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
