Summary
The Houston Parks and Recreation Department (HPARD) requests an appropriation of funds in the amount of $111,008.00 from the Parks Special Fund 4012. The City of Houston received these funds from M2E3, LLC parent company, Enterprise, as payment for a pipeline easement approved by City Council on May 13, 2020 (Ordinance No.2020-416). Funds will be paid to Texas Commission on Environmental Quality (TCEQ), which will forward the funds to the Houston Parks Board (HPB) for acquisition of property to complete the Clear Creek Greenway.
Background
City Council approved an Ordinance authorizing an agreement with M2E3, LLC, for a pipeline easement across three (3) City of Houston properties located on Clear Creek's north bank between Mykawa Road and Telephone Road (State Hwy 35). The properties, totaling approximately 60-acres, were purchased by HPB with grant funds from the RESTORE Act administered locally by TCEQ. The easement agreement included a one-time payment of $111,008.00 from M2E3, LLC parent company, Enterprise, to the City of Houston.
As a condition of the RESTORE grant, HPB transferred the properties to the City of Houston for the planned Clear Creek Greenway and hike and bike trail which is part of the Bayou Greenways 2020 program. In accordance with the grant award and federal interest in the properties, the RESTORE Council has directed the City to reimburse the easement payment funds to TCEQ. The RESTORE Council has further directed TCEQ to forward the funds to HPB for purchase of additional lands under the grant award for the Clear Creek Greenway project.
